About the program
The Small Building Retuning Pilot program aims to significantly reduce energy use and costs, address deferred maintenance, and improve indoor environmental quality in ten selected small buildings in the District that are 10,000–50,000 sq ft. This program offers free assessment of building operations, implementation of select energy conservation measures (ECMs), and customized Operations & Maintenance (O&M) manuals. Services are designed to help participating buildings improve occupant comfort, improve how the building equipment operates, and save money through reduced energy costs.
Lessons learned from this pilot program will help develop an alternative compliance pathway tailored for small buildings under future cycles of the District’s Building Energy Performance Standards, with potential incentives available under a long-term retuning program to replicate these successes at similar small buildings across the District.
The pilot program is run by Baumann Consulting, with support from the Building Innovation Hub and Interfaith Power & Light, under a grant by the District Department of the Environment (DOEE).

Why participate

Retuning your building will help save money on energy costs. It might also make the building healthier by improving indoor air quality and make the temperature more comfortable.
Participation in the program is free and includes recommendations for longer term improvements as well as a customized operations and maintenance manual to help with ongoing operations. The project team will also share information about incentives and financing for longer term improvements beyond the scope of this pilot.
Benchmarking and BEPS
Eligibility
Buildings must meet all of the following baseline conditions to be considered for participation:
| Location | Situated within the District of Columbia, with preference given to those in Wards 5, 7, and 8. |
| Size | Total gross floor area between 10,000 and 50,000 square feet. |
| Building type | Belong to one of the priority segments targeted through our outreach plan: Houses of Worship; Affordable Multifamily Housing; Class B or C Commercial Buildings, including mixed-use properties with under resourced or disadvantaged businesses as tenants |
| Operational control | Have clear access and authority to make decisions regarding building systems and operations. |
| Utility data availability | Be able and willing to share historical and ongoing energy consumption data (e.g., via EPA ENERGY STAR Portfolio Manager). |
| Designated staff liaison | Assign a staff member or representative to act as the internal project lead, responsible for shadowing Baumann during assessments, participating in meetings, and engaging in knowledge transfer activities. This ensures the building team understands the rationale behind recommended measures and is empowered to make/maintain improvements over time. |
| Engagement with tenant representative | Commitment to involve tenants in the pilot process, ensuring that occupants are on board with the program, that their needs are met, concerns are heard, and that feedback is incorporated. |
