Net-Zero Energy and Construction Codes Development in DC

The FY27 Budget Support Act approved by DC Council on July 7, 2026 included updates to the District’s net-zero building requirement processes and introduces interim deadlines for building permit applications:

  • Delays the deadline for the Mayor to issue net-zero energy regulations by one year, to December 31, 2027.
  • In the meantime, requires building permit applications submitted after December 31, 2026 to include the following provisions:
    • No onsite fuel combustion for space heating and water heating for new construction or large additions.
    • Conserve at least the same amount of energy that would be conserved under the 2024 International Energy Conservation Code.

The postponed net-zero energy standards timeline allows for better alignment with the District’s upcoming construction code revisions anticipated in 2027. The Department of Buildings (DOB) is hosting public listening sessions over the summer on each code topic. Recordings are available on their website. The listening sessions will not replace the upcoming public comment period as part of the code development process. The Hub will continue to monitor and provide updates as the details emerge.
